The City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman and represented by City Administrator Pedrito Eisma, underwent the Functionality Assessment of the Local Council for the Protection of Children (LCPC) and the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) on September 9, 2026, held at Joveth’s Hall.
The assessment was led by DILG LGOO V Ronah Fe R. Changco, with the Regional Monitoring Task Force representatives from various regional offices. The activity assessed the functionality, coordination, and implementation of programs and interventions of the city’s local mechanisms for child protection and the prevention of trafficking and violence against women and children.




Also present during the assessment were DILG IX LGOO III Beatriz Faye G. Carreon, SWO III Jacqueline R. Julpi, RSW of RJJWC IX, PEMS Janet D. Acenas of RCWCPD-RIDMD, PNP IX, SWO II Safia R. Crisostomo of DSWD IX, PDO I Juvelyn C. Lim of NNC IX, Regional Coordinator Raquel T. Jumig, RSW of RCWC IX, and Program Manager Suzette G. Gonzales of DOH IX.
Local participants included DILG Isabela City FOU CLGOO Arnel Alvarez, CPDC Gay Palagtiosa, LYDO Levinia Jarejolne, and representatives from the PNP-ICPS WCPD, DSWD-SWADT Isabela, DepEd SDO-Isabela City, DOLE ICFO, PESO, CPMDO, CBO, CHO, and GAD Unit.
During the assessment, the assessor commended the City Government for its strong partnerships with various non-government organizations and stakeholders. The city was likewise recognized for implementing activities and interventions that go beyond the prescribed requirements, demonstrating its proactive approach to addressing issues concerning children, women, and other vulnerable sectors.
The functionality assessment serves as an opportunity to further strengthen coordination among concerned agencies and stakeholders and sustain responsive, rights-based, and gender-sensitive mechanisms that protect children and women and promote their welfare at the local level.
