LGU-ISABELA CITY, DSWD ROLL OUT YAKAP BAYAN PROGRAM FOR INCLUSIVE, REHAB-CENTERED DRUG RESPONSE

In line with its continuing efforts to build a safer, healthier, and more inclusive community, the City Government of Isabela, through the City Social Welfare and Development Office (CSWDO), launched the Yakap Bayan Program orientation and workshop on July 29–30 at the SP Session Hall.
Spearheaded by the Department of Social Welfare and Development (DSWD), the Yakap Bayan Program (YBP) is a holistic rehabilitation and reintegration framework for Recovering Persons Who Used Drugs (RPWUDs). The program incorporates medical treatment, psychosocial counseling, spiritual support, livelihood opportunities, and skills training, in collaboration with national agencies, local government units, civil society organizations, and faith-based groups.
Representing Mayor Sitti Djalia Turabin-Hataman during the two-day event, City Administrator Pedrito Eisma expressed full support for the program, underscoring the city’s commitment to inclusive governance and rehabilitation-centered strategies in addressing drug-related challenges.
The orientation featured a series of modules led by Yakap Bayan Focal Person Jeleen Piskal from DSWD Field Office IX. Topics covered included drug abuse and addiction, relapse management, aftercare interventions, and family engagement strategies.
The workshop brought together various local stakeholders and community members to deepen their understanding of the Yakap Bayan Program and foster a supportive network for RPWUDs in Isabela City. Participants engaged in interactive discussions on capacity building, disaster risk reduction, community volunteerism, and peer-led reintegration efforts.
