LGU-ISABELA CITY COLLABS WITH NACC, RACCO IX FOR PRE-ADOPTION, FOSTER CARE FORUM

The City Government of Isabela, through its City Social Welfare and Development Office (CSWDO), in cooperation with the National Authority for Child Care (NACC) through the Regional Alternative Child Care Office IX (RACCO IX), successfully conducted its Pre-Adoption and Foster Care Forum on November 17. The event aimed to strengthen stakeholders’ understanding of child care laws and enhance local mechanisms for adoption, foster care, and alternative parental care.
In her opening message, CSWDO Nor-Aina Asmara, she highlighted the importance of a unified approach in safeguarding the welfare of children, particularly those needing legal placement, protection, and care. This was followed by a comprehensive discussion on the salient points of the General Implementing Policies of RA No. 11642, presented by Dr. Jaylin Sahipa, OIC Regional Head of RACCO IX.
Jimboy Undac, SWO III of the Capacity Building Unit, presented the salient features of the Certification Declaring a Child Legally Available for Adoption (CDCLAA), discussing the policy guidelines, process flow, and documentary requirements. He also covered the key provisions of RA 11222, or the Simulated Birth Rectification Act, highlighting its implementing policies, procedures, requirements, and corresponding violations and penalties. This was followed by a detailed lecture on Domestic Administrative Adoption led by Simpson Ansula, SWO III of the Adoption Unit, who explained the implementing policies, processes, requirements, and the violations and penalties involved in domestic adoption.
Atty. Gladys Jacalan-Morados, Legal Officer of RACCO IX, presented the legal bases and penalties related to simulated birth and adoption, reinforcing the importance of lawful procedures. Meanwhile, Sherhana Jamao, SWO III and Alternate Child Care Unit Head, discussed Alternative Child Care, covering its implementing policies, qualifications, and processes. (Contributed Report)
