ISABELA CITY OFFICIALS MAP OUT GOVERNANCE PRIORITIES UNDER NEO PLUS

In a move to strengthen local governance and establish a clear direction for its development agenda, the City Government of Isabela, in partnership with the Department of the Interior and Local Government (DILG) FOU-Isabela City, conducted an Executive Briefing and Assessment of the Governance and Development Situation on July 29 at JB Dans Hall.
This activity is part of the implementation of the NEO PLUS Program, which aims to enhance the capacity of local government officials to effectively lead their communities and institutions.
City Mayor Sitti Djalia Turabin-Hataman led the session on Executive Commitment, reaffirming the city’s dedication to participatory, transparent, and accountable governance. Vice Mayor Ar-Jhemar Ajibon, represented by LLSO II and Acting Secretary to the Sanggunian Ramsyss Andaya, followed with the Legislative Commitment, expressing full support for collaborative and aligned development efforts.
The event featured a presentation on the State of Local Governance Summary by City Planning and Development Coordinator Engr. Gay Palagtiosa, which highlighted the city’s current status, key accomplishments, and persisting gaps and challenges. Participants then took part in workshops facilitated by the CPDO and DILG, where they identified priority governance issues and proposed concrete recommendations.
As a result, city officials and department heads gained a deeper understanding of the challenges facing local governance, pinpointed critical areas for improvement during their term, and outlined specific action plans.
The activity concluded with a “Way Forward” presentation led by the CPDO and was formally closed by Councilor Ameen Camlian, marking the beginning of a more informed, cohesive, and results-oriented administration.
The event was attended by newly elected officials and city department heads, providing a comprehensive overview of Isabela City’s governance landscape and development challenges. Among those present were Councilors Yusop Abubakar, Jashim Tiplani, Khaleedsher Asarul, Karel Annjaiza Sakkalahul, SK Federation President Naila Belleng, DILG FOU CLGOO Arnel Alvarez, and various department heads and personnel of the City Government.
