ISABELA CITY LDRRMC CONVENES TO DELIBERATE ON FUND UTILIZATION, PREPAREDNESS MEASURES

The Isabela City Local Disaster Risk Reduction and Management Council (LDRRMC), chaired by Mayor Sitti Djalia Turabin-Hataman, convened its regular meeting on November 5 at the City Disaster Risk Reduction and Management Office (CDRRMO) Operations Center to discuss and act on various measures aimed at enhancing the city’s disaster preparedness and response. The session was presided over by City Administrator Pedrito Eisma and CDRRMO Chief Uso Dan Salasim.
Among the key agenda items deliberated during the meeting were the revocation of LDRRMC Resolutions Nos. 02, 03, and 04, Series of 2025, and the declaration of unutilized balances under the 2022 Local Disaster Risk Reduction and Management Fund (LDRRMF) Capital Outlay, amounting to P6,320,667.27, as savings. The Council likewise recommended and approved the utilization of P5,365,653.07 from the General Fund LDRRMF savings to augment the existing disaster response program, including the mobilization of manpower resources and responders, fuel and lubricants, communication, and other emergency operations.
In addition, the Council approved the utilization of the LDRRMF Special Trust Fund amounting to P9,495,900.00 to finance major disaster preparedness and response projects. These include the procurement and installation of backup solar power for CCTV units, the establishment of Community Tsunami Alerting Stations (CITAS), and the installation of a radio communication network to enhance the city’s emergency coordination systems.
The Council also endorsed the revision of the 2025 Local Disaster Risk Reduction and Management Fund Annual Investment Plan (LDRRMF AIP) to ensure the alignment of funding priorities with the city’s evolving needs in disaster risk reduction, mitigation, and response.
