The City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman through its City Human Reaource Management Office headed by CHRMO Rosella Luna, shone the spotlight on the dedication and outstanding achievements of its workforce during the HAPIsabela Awards 2025, a highlight of this year’s 125th Philipinne Civil Service Anniversary celebration. The annual awards ceremony recognized employees and offices whose contributions embody the values of loyalty, integrity, and excellence in public service.
The awarding opened with the Loyalty Awards, which honored employees who have rendered continuous service for 10, 15, 25, 30, and 35 years. Their decades of commitment and sacrifice were recognized as a foundation of the city government’s success. Dozens more loyal employees across different offices received the same distinction, representing the enduring backbone of the city government’s workforce.
Special awards were likewise presented to employees who demonstrated excellence in their respective fields. The Best Employee Award was conferred on Ahmad Puti, while the Best in Attendance Award was given to Alona Delos Reyes, Nila Ramirez, and Roni Torres for their perfect attendance and strict adherence to office protocols. Grace Flores was recognized for her professionalism and adherence to the city’s dress code through the Outstanding Uniform Compliance Award.
The HAPIsabela Awards also celebrated academic milestones and professional development. Employees such as Samanodin Emam and Shermina Sualing, who both completed their Master’s in Public Administration, and Faye Barandino, who not only earned her graduate degree but also passed the Certified Management Accountant Examination in 2025, were commended for raising the standards of competence within the city government.
Exemplary behavior, integrity, and discipline were honored through the Exemplary Behavior Award, conferred on Roni Torres, Faye Barandino, and Mary Melchora Lim. Meanwhile, individual and group performances that consistently delivered quality results were recognized, including Jumar Amerin, Arriana Jupakkal, and several city offices such as the Assessor’s Office, the IsaTV Production Team, the HAPIsabela Mobile Library Team, and the Gender and Development Unit.
Several offices also stood out nationally and regionally, earning Distinguished Service Awards for bringing pride to Isabela City. Among them were the Isabela City Civil Registry Office, Isabela City Environment and Natural Resources Office, City Health Office, City Social Welfare and Development Office, Finance Committee, City Tourism Office, City Population Management and Development Office, and the Business Permit and Licensing Division.
Top-performing organizational units were awarded based on their OPCR ratings for 2024, with the City Tourism Office, City Information Office, and City Human Resource Management Office emerging among the highest-rated. Other categories such as the Best Volunteer Award, Cost Economy Measure Award, Outstanding Client Satisfaction Survey Focal Award and Outstanding Payroll Masters Award further highlighted the diversity of talent and initiative within the city workforce.
The HAPIsabela Awards concluded with resounding applause from the audience, celebrating not only the awardees but the collective achievement of the City Government of Isabela. The event stood as a testament to the city’s commitment to nurture a motivated, competent, and service-oriented workforce—one that carries forward the vision of a progressive and people-centered Isabela City.
