The Local Government Unit of Isabela City, Basilan, was recognized as the 3rd Runner Up for the Livelihood and Employment Centered Award during the PH Model Cities and Municipalities 2025 organized by The Manila Times, November 14.
Mayor Sitti Djalia Turabin-Hataman personally received the award on behalf of the City Government, accompanied by City Information Officer Mendry-Ann Lim, PESO Manager Aradelria Belleng, and Information Officer II Shermina Sualing.
The recognition underscores the City’s outstanding implementation of its flagship livelihood programs, including the Usaha Center and the Interest-Free Islamic Microfinance Livelihood and Assistance Program (IMLAP). These initiatives empower local entrepreneurs, support vulnerable communities, and strengthen economic resilience through capacity-building, accessible microfinancing, and enterprise development.
The Manila Times annually conducts the Philippine Model Cities and Municipalities Awards to honor local governments that excel in various areas, including Safe Haven, Infra Innovator, Education Hub, Eco Friendly, Family First, Social Service Oriented, Business Friendly, Livelihood and Employment Centered, Retirement Haven, Emergency/Disaster Management Excellence, Wealth Center, Tourism and Culture Hub, Tech Territory, Food Security Enabler, and Sustainability Champion.
This year, Isabela City was selected as one of only 75 shortlisted localities nationwide—comprising 45 cities and 30 municipalities—based on its strong governance, livability, economic initiatives, and sustainability efforts.
These achievements highlight Isabela City’s commitment to cultivating a vibrant and inclusive local economy—one that expands opportunities, promotes self-reliance, and ensures a happy and dignified life for all Isabeleños. (Contributed Photos)
