The Koop Kalinga Serbisyo Caravan successfully concluded its second day on April 23, with a strong focus on compliance support, cooperative education, and union-building. The event, spearheaded by the City Government of Isabela through the City Cooperative Office headed by City Cooperative Development Development Officer Ahmad Tiplani, in collaboration with the Cooperative Development Authority (CDA) IX.
In his opening message, CDA IX Regional Director Ruben Cunanan thanked the local government for its continued commitment to empowering cooperatives. He stressed that the caravan is not just a venue for compliance assistance, but also a platform for educating cooperatives about CDA programs and government opportunities. Director Cunanan emphasized that cooperatives in good standing are more likely to access government grants and support programs, and reminded attendees of the importance of submitting mandatory reports to uphold transparency, accountability, and legal trust.
One of the highlights was the session on Memorandum Circular 2020-23, where CDS II Nursalim Simpal proposed the formation of a Cooperative Union in Isabela City. He outlined its benefits, purpose, and requirements, noting that such a union can play a vital role in providing technical support, training, and unified representation for local cooperatives.
The afternoon featured hands-on coaching sessions where CDA personnel assisted cooperative representatives in encoding their Cooperative Annual Progress Reports (CAPR) into the Cooperative Assessment Information System (CAIS). This was followed by a lecture from Senior CDS Maria Christal Caindog on Memorandum Circular 2024-07, which outlines the operational guidelines for credit cooperatives and those offering micro-savings services.
In a show of recognition and encouragement, City Administrator Pedrito Eisma and CDA officials awarded Certificates of Compliance (COCs) to two cooperatives, United Workers Agrarian Reform Multipurpose Cooperative (UWARBMPC) and BGH Employees Credit Cooperative, for successfully completing their mandatory reporting requirements.
