The City Government of Isabela, under the administration of Mayor Sitti Djalia Turabin-Hataman, held the ceremonial signing of People Empowerment Ordinance No. 25-808 on March 5 at the City Hall lobby. The ordinance aims to promote political empowerment and ensure that the people have a voice in the governance of the city, reinforcing the principle that an engaged and informed citizenry is crucial for sustainable and inclusive development. By institutionalizing participatory governance, the ordinance allows the people to be directly involved in decision-making processes that shape the policies and programs of the local government.
In his welcome remarks, City Administrator Pedrito Eisma underscored the importance of empowering the people and institutionalizing their collective strength in governance. He emphasized that true democracy thrives when citizens actively participate in governance and exercise their right to influence decisions that impact their lives. “We have to continue and push forward because the authority of our elected officials comes from us. Our goal is to strengthen our ranks,” he stated, highlighting the need for continued engagement from community stakeholders.
Councilor James Abner Rodriguez, the principal author of the ordinance, presented its significance and its expected impact on the city’s governance. He described the legislation as a landmark achievement that symbolizes the collaboration between the local government and the people. “This ordinance stands as a testament to the power of collaboration, the strength of the community, and the unwavering belief in our people’s capacity to shape their own destiny,” he said. He further elaborated that this is more than just a policy—it is a movement that calls for action and acknowledges the critical role individuals and community organizations play in shaping a progressive and inclusive city. Rodriguez commended the efforts of Mayor Turabin-Hataman, stating that her foresight and commitment to participatory governance laid the foundation for this ordinance, which now serves as a legal framework for civic engagement in Isabela City.
Mayor Sitti Djalia Turabin-Hataman delivered an impassioned speech, expressing deep gratitude to those who contributed to the ordinance’s realization. She stressed that governance should be a shared responsibility between the government and the people. “This is the time when your local government is giving back the power to the people,” she declared.
The mayor acknowledged Representative Mujiv Hataman, crediting him for his advocacy in pushing for the establishment of the People’s Council. She recalled how he took inspiration from Naga City’s participatory governance model, seeing it as an effective approach to involving citizens in local decision-making. “Our dream is that one day, governance will no longer rely on the Hataman name but on the collective strength of the people,” she said, envisioning a future where leadership is deeply rooted in active community involvement.
Furthermore, Mayor Turabin-Hataman recognized the contributions of Councilor Rodriguez in drafting and passing the ordinance, as well as Councilor Jeromy Casas for his role in overseeing the accreditation process. She proudly noted the significant increase in accredited organizations under the People’s Council, from just 26 to 85 in a span of six months. The mayor encouraged community groups and civil society organizations to submit project proposals and initiatives that could be supported by local government funding. She emphasized that governance cannot be left to public officials alone, stressing that empowering people is key to achieving long-term development. “The government alone cannot do everything, which is why empowering you to take part in governance is essential,” she explained. She also highlighted the importance of providing platforms for various sectors to voice their concerns and bring forward their realities, ensuring that policymaking is inclusive and reflective of the people’s needs.
Ronald Paulino, President of the Isabela City People’s Council, responded with gratitude and enthusiasm, acknowledging the remarkable progress made towards participatory governance. “They say dreaming is never wrong. What once seemed like a distant dream is now a reality through our participation and support for our city government,” he stated. Paulino reaffirmed the commitment of the People’s Council to work alongside the city government in fostering transparency, accountability, and inclusive decision-making.
The event was attended by key city officials, including Councilor Yusop Abubakar and IPMR Mary May Julhari, alongside members of various civil society organizations (CSOs) and non-governmental organizations (NGOs). CSO Desk Officer Norhaiya Macusang and several city department heads were also present, further demonstrating the city’s unified commitment to fostering a culture of citizen engagement and empowerment.
