The City Government of Isabela, through the Business Permit and Licensing Office (BPLO), conducted a preparatory meeting on the implementation of BOSS (Business One Stop Shop) and eBOSS (Digital Application) 2026. The meeting, held on November 28, also covered the 2025 Post Evaluation Report of the city’s various business establishments based on the results of the Joint Inspection Team (JIT).
LO II Eileen Hontucan presented the summary of inspections conducted from August to October this year, including the total number of establishments inspected and the collection summary of business permits and community tax. Meanwhile, LI II Bernice Jusay presented the compliance review from regulatory offices, including:

He also asked attendees to suggest a co-location for BOSS 2026, aiming to provide an easier and more conducive registration process for business owners who prefer walk-in applications.
The discussion covered the finalization of BOSS location and layout, computer equipment and internet readiness, service flow and IBPLS process orientation, affidavit of undertaking for business applicants, IEC plan, budget, and resource allocation, scheduling follow-up inspections and monitoring, and strengthening inter-office coordination.
During the open forum, participants discussed ways to improve BOSS 2026 implementation and address challenges faced by business owners in Isabela City. BPLO emphasized the importance of business compliance for the city’s economic growth and development, stating, “Through BOSS 2026, we aim to provide a more efficient and convenient way for businesses to register and comply with city regulations, including the utilization of eBOSS via digital application, making all Isabeleños to invest and do business,” said Porticos.
