ISABELA CITY AND BASILAN PROVINCE HONORED AT THE 2025 FOI AWARDS

Under the leadership of Mayor Sitti Djalia Turabin-Hataman and Governor Mujiv Hataman, Isabela City and the Province of Basilan proudly shine on the national stage as both are recognized at the 2025 Freedom of Information (FOI) Awards held on November 28 in Muntinlupa City, Metro Manila—affirming their shared commitment to transparency, accountability, and people-centered governance.
This year, 2025, Presidential Communications Office (PCO) introduced a new category, designed to highlight the achievements of LGUs who are actively implementing the FOI program in their community. The Open and Transparent Local Governance Award is conferred to LGUs that demonstrated a strong commitment to access to information through sustainable and institutionalized implementation of FOI. On behalf of Mayor Sitti Djalia Turabin-Hataman, the award was accepted by City Information Officer Mendry-Ann Lim and Information Officer II/FOI Focal Person Shermina Sualing. Virtually, Mayor Turabin-Hataman delivered an acceptance message where she emphasized the importance of transparency and accountability in governance. “Pinakamatatag ang mabuting pamamahala kapag ang mamamayan ay mulat, nakikilahok, at may kapangyarihang makilahok,” she said. Isabela City is one of only three LGUs nationwide—alongside Pasig CIty and Balanga City, Bataan—to be honored under this category.
The Province of Basilan was also recognized for the swift institutionalization of its Freedom of Information mechanism, following Governor Mujiv Hataman’s first executive order issued in June. Basilan received the award under the category “New Local Government Units to Pass Guidelines on FOI,” acknowledging its proactive efforts in establishing clear, accessible, and responsive systems for public access to government information. The award was accepted by Board Member Amin Hataman, Atty. Ging Gagara, and Chief of Staff Jhed Cosain.
These recognitions highlight the united vision of Isabela City and the Province of Basilan—to champion openness, strengthen public trust, and uphold good governance through transparent and participatory mechanisms.
Together, Isabela City and Basilan continue to lead the way toward a more open, accountable, and empowered community.
