ISABELA CITY LYDO LEADS DRAFTING OF 3-YEAR LOCAL YOUTH DEV PLAN

The City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman, through the Local Youth Development Office (LYDO) headed by Levinia Jarejolne, and in partnership with the Sangguniang Kabataan Federation of Isabela City led by SK President Naila Belleng, successfully conducted the Drafting of the Isabela City Local Youth Development Plan (LYDP) 2026–2028, November 4, at the Isabela City Youth Development Center.
The activity served as a planning and consultation workshop designed to consolidate sectoral inputs, priorities, and strategic directions from members of the Isabela City Youth Development Council (ICYDC). The goal is to develop a responsive, inclusive, and evidence-based three-year Local Youth Development Plan, aligned with the Philippine Youth Development Plan (PYDP) and the city’s overall development agenda.
Through collaborative discussions and workshop sessions, participants identified pressing youth issues and proposed strategic interventions across various development areas. The presence and active participation of ICYDC members, Sangguniang Kabataan chairpersons, Ten Outstanding Young Isabeleños Awardees, youth volunteers, and other young leaders greatly enriched the planning process—ensuring that the resulting plan genuinely reflects the needs, aspirations, and shared vision of Isabela City’s youth.
Out of the Ten Centers of Youth Participation identified in the National Youth Development Plan (NYDP), the group has already begun developing focused strategies under four key areas: Governance, Social Inclusion and Equity, Environment, and Active Citizenship.
The drafting of the Isabela City LYDP 2026–2028 marks a significant milestone in the city’s continuing efforts to build a cohesive, sustainable, and empowered youth sector that actively contributes to inclusive and participatory local development.
Anchored on Mayor Turabin-Hataman’s vision of a people-centered and inclusive governance, this initiative reaffirms the city’s commitment to uplift and empower young Isabeleños—ensuring that their voices, ideas, and leadership play a vital role in shaping the future of Isabela City.
