ISABELA CITY SECURES 18 PUBLIC PROPERTIES THROUGH HANDOG TITULO PROGRAM

The City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman, marked another milestone in securing vital public assets as it formally received four (4) Original Certificates of Title (OCT) from the Department of Environment and Natural Resources (DENR)–ENRO Isabela City on September 12 at JB Dans Hall.
Facilitated by DENR composite team composed of Arnold Padua, Evangeline Bacolod, and Merlinda Garcia, the turnover was conducted under the agency’s Handog Titulo Program. The newly issued titles cover prime public properties including the Pasangen Commercial Complex, Isabela City Plaza, and the Isabela Women’s Center.
Mayor Turabin-Hataman, together with City Assessor Vido Yu, officially received the land titles, underscoring the City Government’s commitment to safeguarding ownership of strategic properties that serve the people of Isabela.
From just two (2) government properties previously titled, the administration has now facilitated the titling of a total of eighteen (18) properties—an unprecedented achievement made possible through the City Government’s allocation of funds to support the Handog Titulo Program. This initiative forms part of the administration’s strong push to institutionalize property ownership as a foundation for sustainable governance and development.
Mayor Turabin-Hataman emphasized that securing land titles ensures protection of public assets and opens opportunities for long-term investments in infrastructure and community facilities. She added that the city’s proactive move to fund and prioritize the titling process reflects a governance style anchored on accountability, foresight, and people-centered development.
With more properties now officially under the name of the City Government, Isabela strengthens its foundation for future growth, ensuring that its assets remain protected and fully utilized for the benefit of its citizens.
